Www.lobbyistsofficesofgrw.com wants you folks to know that official start of hurricane season coming Friday, U.S. officials are reviewing their disaster plans — especially since a tropical storm already swept ashore this week.

While Tropical Storm Beryl left little damage after making landfall with 70 mph winds around midnight Sunday at Jacksonville, Fla., it gave the city the chance to put its natural disaster plans to the test.

“You can call it a dry run, but we were prepared,” Mayor Alvin Brown said.

The city will assess the damage before deciding how much federal and state aid to seek, Brown said. About 20,000 customers remained without electricity in the city Monday evening.

Although the Atlantic’s six-month storm season officially begins Friday, the season got off to an early start with Tropical Storm Alberto forming earlier in the month off the coast of South Carolina.

Then Beryl swept ashore. Beach trips, backyard barbecues and graveside Memorial Day observances got a good soaking in southeastern Georgia and northern Florida.

Jacksonville, because of its location on an inward curve in the Florida coast, rarely takes a direct hit from a tropical storm or hurricane.

“I hope this is not a sign of things to come,” said U.S. Sen. Bill Nelson. “It’s quite unusual, if you look at the history of the tracks of hurricanes, that you would have one come straight into Jacksonville from the Atlantic. … Normally the hurricanes are forming out in the Atlantic and as they come toward the coast of the United States, the Gulfstream has a tendency to turn them north.”

By early Tuesday, Beryl, which had weakened to a tropical depression, had maximum sustained winds near 30 mph (45 kph). It was centered about 10 miles (15 kilometers) northwest of Valdosta, Ga., and was moving north near 2 mph (4 kph).

The rainfall stopped in Savannah, Ga., and other northern parts of the Georgia coast Monday afternoon, but more was expected through Tuesday. A frontal system moving south from the Great Lakes is expected to cause the storm do a U-turn and push it back out to sea.

Beryl was expected to bring up to 10 inches of rain to parts of northern Florida to southeastern North Carolina, with some areas getting as much as a foot and a half, the National Hurricane Center in Miami said Monday night. Forecasters said Beryl is expected to produce up to six inches of rain in eastern North Carolina and South Carolina.

Joyce Connolly and her daughters left their home in Hurricane, W.Va., to head south for a Memorial Day beach vacation — and ended up in the center of Tropical Storm Beryl.

The storm wrecked much of Connolly’s trip. She skipped a graduation ceremony because powerful winds kept her and her daughters from venturing past the beach boardwalk when the storm approached Sunday. She also postponed their drive home Monday as Beryl, downgraded to a tropical depression, continued to dump rain near the Georgia-Florida state line.

“It definitely changed our vacation to unfortunate circumstances that we’re not happy with. But you just have to live with it,” said Connolly, who at least found the irony of her hometown’s name “pretty funny.”

Beach lifeguards turned swimmers away from the ocean because of dangerous rip currents from Jacksonville to Tybee Island, Georgia’s largest public beach 140 miles to the north. Skip Sasser, who oversees the island’s lifeguards as its fire chief, said beach traffic was unusually thin for a holiday. The ocean was declared off-limits to swimmers for a second day in a row.

“It’s been raining intermittently, so it’s chased a lot of them off,” Sasser said. “There was a lot of traffic this morning heading westbound out of Tybee.”

Veterans groups, meanwhile, carried out outdoor Memorial Day ceremonies despite the grim forecast.

At Savannah’s historic Bonaventure Cemetery — made famous by the book, “Midnight in the Garden of Good and Evil” — American Legion members worked through a downpour to make sure its plot for veterans had a small American flag planted by each headstone.

“When we were setting up, I had a different shirt on and I got soaked to the skin. My socks and my underwear probably are, too,” said Jim Grismer, commander of American Legion Post 135 in Savannah. “I had so many people trying to talk me into moving it inside. But I said then you can’t have the live firing salute and the flag raising.”

Aside from ruining holiday plans, the rain was welcome on the Georgia coast for bringing some relief from persistent drought. According to the state climatologist’s office, as of May 1, rainfall in Savannah was 15 inches below normal for the past 12 months.

Emergency officials said minor flooding was reported near the coast, but the ground was quickly soaking up the water. And the winds had died down considerably.

“We’ve needed it for a long time,” said Ray Parker, emergency management director for coastal McIntosh County south of Savannah, who said the worst damage came by trees falling on two homes overnight. “We were lucky that we didn’t get 3 to 4 inches in 30 minutes. Most of it soaked right in before it had a chance to run off. It fell on an empty sponge.”

Florida Gov. Rick Scott said much progress was made repairing Beryl’s damage, including removing trees and restoring power to homes and businesses.

“We’re very fortunate this did not become a hurricane,” he said. “If it had been a couple of months later, we could have had a Category 3 hurricane.”

Www.lobbyistsofficesofgrw.com has just learned that hundreds of thousands of jobless Americans are losing their federal unemployment benefits earlier than they expected due to new rules passed in February that make it harder for states to qualify for extended jobless aid, the New York Times reports.

At the height of the recession, Congress passed a law to boost unemployment assistance to up to 99 weeks: The unemployed would receive federal money instead of state funds if they continued to be jobless past the traditional period of six months. In February, Congress extended this law, but added rules that would draw down the number of weeks the government would pay for, based on whether a state’s jobless rate had decreased and other factors. Now, only three states still offer 99 weeks of assistance, and all three will stop doing so in September.

More than 5 million Americans have been out of work for more than six months, down from a high of more than 6 million two years ago. Supporters of extending benefits say they stimulate the economy and provide a crucial safety net for vulnerable workers, but those opposed say they discourage people from finding work.

Meanwhile, some states, independently of the federal government, have made it more difficult for people to receive jobless benefits. The National Employment Law Project (NELP), a nonprofit that advocates for more support for unemployed people, filed suit against Florida, saying it wrongfully denied people jobless benefits. The group says only 15 percent of eligible people are receiving unemployment assistance in the state, the lowest rate in the nation. This is due in part to a new law passed last year that requires unemployed people to take an online “skills test” before qualifying to receive the roughly $275 per week in benefits, the Miami Herald reported. The state’s unemployment rate has fallen to 8.7 percent from 10.6 percent a year ago.

On the state level, unemployment insurance is paid for by a tax on employers, and only people who were let go through no fault of their own are eligible to receive the funds.

Goodwill Industries International is a not-for-profit organization that provides job training, employment placement services and other community-based programs for people who have a disability, lack education or job experience, or face employment challenges. Operations

In 1999, over 84 million pounds of food were donated to the stores in Portland, Oregon, part of the Goodwill Industries of the Columbia Williamette (GICW). Around the same year, Goodwill launched the first and only nonprofit internet auction site in the United States. By 2004, Goodwill Industries International had a network of 207 member organizations in the United States, Canada, and 23 other countries.[4] As of July 2011, there are 165 full Goodwill members in the United States and Canada. These are each independent social enterprises that operate their own regional Goodwill retail stores and job training programs. Morgan Memorial Goodwill Industries, Boston is the enterprise operated in Boston, where Goodwill was founded.[5]

The clothing and household goods donated to Goodwill are sold in more than 2,600 Goodwill retail stores[1] on its Internet auction site, shopgoodwill.com, and as well on eBay by a number of its regional stores.[6] Most of the items on shopgoodwill.com are items that are considered most valuable. Each regional store will ship out what they deem valuable, so that the items will be purchased for what they are worth. Antiques, collectibles, jewelry, comic books, furniture, and even automobiles are some of the items found on this website. The revenues fund job training and other services to prepare people for job success. Examples of Goodwill’s presence on eBay are Goodwill Industries of Seattle, Maine, San Francisco, and many other locations. Goodwill locations that operate on eBay research donated items for higher profit than could be brought in-store, and instead list those items on eBay for auction. In 2010, through their involvement in Goodwill’s programs, more than 170,000 people were placed into employment. They earned $2.7 billion in salaries and wages, and as tax-paying citizens, they contributed to the community.[7] Goodwill also generates income in order to help businesses and the federal government fill gaps caused by labor shortages, time constraints and limited space or equipment. Local Goodwill branches train and employ contract workers to fill outsourced needs for document management, assembly, mailing, custodial work, grounds keeping and more. Goodwill claims that more than 84 percent of its total revenue is used to fund education and career services and other critical community programs.[1] In 2010, Goodwill has provided people with training careers in industries such as banking, IT and health care as well as offering English-language training, education, transportation, and child care services.[7]

When merchandise cannot be sold at a normal Goodwill store, it is taken to a ‘Goodwill Outlet’ or ‘Bargain Store.’ Items are mostly sold by weight, with prices ranging from $0.49 to $1.69 per pound, depending on the location. The wide selection and massive discounts on a variety of household goods typically attract a fervent following of regular customers, some of whom make a full-time living buying and re-selling goods. There are also many vendors who buy this merchandise in bulk, and they send the merchandise to third world countries.

Brooklyn

Morgan’s mission was started originally as an urban outreach ministry, in 1902, of Morgan Methodist Chapel, Boston, Massachusetts, which was pastored by Reverend Edgar J. Helms, a Methodist minister and early social innovator. Helms and his congregation collected used household goods and clothing being discarded in wealthier areas of the city, then trained and hired the unemployed or bereft to mend and repair them. The products were then redistributed to those in need or were given to the needy people who helped to repair them. In 1915, Helms hosted a visit to Morgan Memorial by representatives of a workshop mission in Brooklyn, NY, and they learned about the innovative programs and the operating techniques of the “Morgan Memorial Cooperative Industries and Stores, Inc.” Helms was subsequently invited to visit in New York. Out of these exchanges came Brooklyn’s willingness to adopt and adapt the Morgan Memorial way of doing things, while Helms was persuaded that Brooklyn’s name for its workshop, “Goodwill Industries,” was a marked improvement over the Morgan Memorial name. Thus was officially born Morgan Memorial Goodwill Industries, and that, plus Brooklyn’s interest and ties, became the foundation on which Goodwill Industries was to be built as an international movement. Today Goodwill has become a $4 billion non-profit organization.[1] Helms described Goodwill as an “industrial program as well as a social service enterprise…a provider of employment, training and rehabilitation for people of limited employability, and a source of temporary assistance for individuals whose resources were depleted.”

Goodwill has various policies on donations, including items that they can and cannot accept. Broadly speaking, Goodwill will accept items that they can re-sell, either in the retail stores or as bulk lots.

Goodwill generally will not accept donations of auto parts, furniture showing signs of damage, large appliances such as stoves, refrigerators, washers/dryers, or exercise equipment. Most stores also cannot accept hazardous materials like paint, medications, or building materials such as doors, wood, nails, etc. For liability reasons, Goodwill generally will not accept baby cribs or car seats. Sanitary regulations prohibit Goodwill from accepting mattress donations, and although some Goodwills do sell brand new mattresses most Goodwills can not. Recently, due to safety concerns (in particular, concerns over lead content in painted products), some Goodwill stores will not accept some toys, particularly those made in China.[9]

Goodwill will generally always accept donations of clothing, shoes, books, accessories (handbags, belts), dishes, pieces of furniture in good condition, household decorations, and consumer electronics (ex. alarm clocks, blenders, etc.). Even if they are deemed unfit to be sold in Goodwill’s retail stores, these items can be sold as bulk lots, and thus can still generate income.

Depending on regional laws, the value of the goods donated can be used as a tax deduction.

21st-century initiative

On the occasion of its 100th anniversary in 2002, Goodwill Industries launched an international workforce development initiative designed to integrate 20 million people into the workplace by the year 2020.

Known as the Goodwill Industries 21st Century Initiative, the plan includes broad strategies for getting people into good jobs that enable them to become self-sufficient. These strategies include providing job and technology training for a 21st century workforce, offering family strengthening services to support workers and their families, and developing business opportunities to employ individuals who were previously considered unemployable.[10]

Criticism

In 2005, Goodwill Industries of the Columbia Willamette (GICW), Goodwill’s Portland, Oregon branch, came under scrutiny due to executive compensation that the Oregon attorney general’s office concluded was “unreasonable.” President Michael Miller received $838,508 in pay and benefits for fiscal year 2004, which was reportedly out of line in comparison to other charity executives and placed him in the top one percent of American wage earners. After being confronted with the state’s findings, Miller agreed to a 24% reduction in pay, and GICW formed a new committee and policy for handling matters of employee compensation.[11][12]

In this pledge, Goodwill promises to fulfill the goals of success within each individual:

Removing gender barriers to employment

In November, 2010, for the first time, Goodwill opened a store specifically designed to hire employees who are transgender and gender-queer in San Francisco, CA. The temporary or “Pop-up” store was a unique partnership between Goodwill of San Francisco and Transgender Economic Empowerment Initiative. The Castro Pop-up store closed in April 2011, but the staff were relocated to various Goodwill stores throughout San Francisco.[13]

The Salvation Army was founded in London’s East End in 1865 by one-time Methodist minister William Booth and his wife Catherine. Originally, Booth named the organization the East London Christian Mission. The name The Salvation Army developed from an incident in 20–19 May. William Booth was dictating a letter to his secretary George Scott Railton and said, “We are a volunteer army.” Bramwell Booth heard his father and said, “Volunteer! I’m no volunteer, I’m a regular!” Railton was instructed to cross out the word “volunteer” and substitute the word “salvation”.[5] The Salvation Army was modeled after the military, with its own flag (or colours) and its own hymns, often with words set to popular and folkloric tunes sung in the pubs. Booth and the other soldiers in “God’s Army” would wear the Army’s own Uniform of The Salvation Army|uniform, for meetings and ministry work. He became the “General” and his other ministers were given appropriate ranks as “officers“. Other members became “soldiers“.[6]

When William Booth became known as the General, Katherine was known as the “Mother of The Salvation Army”. William preached to the poor, and Catherine spoke to the wealthy, gaining financial support for their work. She also acted as a religious minister, which was unusual at the time; the Foundation Deed of the Christian Mission states that women had the same rights to preach as men. William Booth described the organization’s approach: “The three ‘S’s’ best expressed the way in which the Army administered to the ‘down and outs’: first, soup; second, soap; and finally, salvation.”[7]

In 1880, the Salvation Army started its work in three other countries: Australia, Ireland, and the United States. It was not always an official officer of the Salvation Army who started the Salvation Army in a new country; sometimes Salvationists emigrated to countries and started operating as “the Salvation Army” on their own authority. When the first official officers arrived in Australia and the United States, they found groups of Salvationists already waiting for them.

The Salvation Army’s main converts were at first alcoholics, morphine addicts, prostitutes and other “undesirables” unwelcome in polite Christian society, which helped prompt the Booths to start their own church.[8] The Booths did not include the use of sacraments (mainly baptism and Holy Communion) in the Army’s form of worship, believing that many Christians had come to rely on the outward signs of spiritual grace rather than on grace itself.[9] Other beliefs are that its members should completely refrain from drinking alcohol (Holy Communion is not practised), smoking, taking illegal drugs and gambling.[10] Its soldiers wear a uniform tailored to the country in which they work; the uniform can be white, grey, navy, fawn and are even styled like a sari in some areas. Any member of the public is welcome to attend their meetings.

 

The worldwide expansion of Salvation army

As the Salvation Army grew rapidly in the late 19th century, it generated opposition in England. Opponents, grouped under the name of the Skeleton Army, disrupted Salvation Army meetings and gatherings, with tactics such as throwing rocks, bones, rats, and tar as well as physical assaults on members of The Salvation Army. Much of this was led by pub owners who were losing business because of the Army’s opposition to alcohol and targeting of the frequenters of saloons and public houses.[11]

The Salvation Army’s reputation in the United States improved as a result of its disaster relief efforts following the Galveston Hurricane of 1900 and the 1906 San Francisco earthquake. The establishment of Victorian bell-ringers raising charity today “helps complete the American portrait of Christmas”, with over 25,000 volunteers taking up kettles over the holiday period in the U.S. alone.[8] The church remains a highly visible and sometimes controversial presence in many parts of the world.

In 1994, the Chronicle of Philanthropy, an industry publication, released the results of the largest study of charitable and non-profit organization popularity and credibility. The study showed that The Salvation Army was ranked as the 4th “most popular charity/non-profit in America” of over 100 charities researched with 47% of Americans over the age of 12 choosing Love and Like A Lot for The Salvation Army.[12]

As of 22 May 2012 the Salvation Army operates in 125 countries and provides services in 175 different languages. For administrative purposes, the organization divides itself geographically into territories, which are then sub-divided into divisions. In larger areas, regional and area commands are also introduced as sub-divisions of divisions. Each territory has an administrative hub known as territorial headquarters (THQ). Likewise, each division has a divisional headquarters (DHQ). Each of these territories is led by a territorial commander who receives orders from the Salvation Army’s International Headquarters in London. A territory is normally led by an officer holding the rank of colonel (for small territories)or commissioner for larger territories. In some countries, the work of The Salvation Army may be called a command, led by a command commander. A larger command is typically led by an officer holding the rank of colonel.

Its claimed membership (as quoted from 2010 Year Book) includes 16,938 active and 9,190 retired officers, 1,122,326 soldiers, 189,176 Adherents, 39,071 Corps Cadets, 378,009 Junior Soldiers, around 104,977 other employees and more than 4.5 million volunteers. Members of The Salvation Army also include “adherents”, these are people who do not make the commitment to be a soldier but who formally recognize The Salvation Army as their church. (According to the 2006 Salvation Army Year Book, in the United States there are 85,148 Senior Soldiers and 28,377 Junior Soldiers, 17,396 Adherents and around 60,000 employees.)

The Army’s leader, General Linda Bond, was elected to this position on 31 January 2011, by The High Council of The Salvation Army. She assumed the rank of General and the mantle of International Leadership at 00:01hrs on 2 April 2011.

The Salvation Army is one of the world’s largest providers of social aid[citation needed], with expenditures including operating costs of $2.6 billion in 2004, helping more than 32 million people in the U.S. alone. In addition to community centers and disaster relief, the organization does work in refugee camps, especially among displaced people in Africa. The Salvation Army has received an A- rating from the American Institute of Philanthropy. In the United Kingdom, The Salvation Army is no longer the largest non-governmental provider of social services; however provides a significant service to people in need. The Salvation Army is the second largest charity in the United States, with private donations of almost $2 billion for the fiscal year ending September 30, 2007.[18]

In 2004, the Army in the United States received a $1.6 billion donation in the will of Joan B. Kroc, third wife of former McDonald’s CEO Ray Kroc. This donation was among the largest individual philanthropic gifts ever given to a single organization. The donation came with certain restrictions that caused some controversy.[19]

The International Congress of The Salvation Army is normally held every 10 years[20] as a conference for all Salvationists from around the world to meet. The first such conference took place in London, UK, from 28 May to 4 June 1886, and subsequent Congressional meetings were held sporadically until 1904 and then 1990.[21] The seventh International Congress in Atlanta, GA, USA, from 28 Jun to 2 Jul 2000, was the first held outside of the UK.[22]

Beliefs

The beliefs of the Salvation Army rest upon these eleven doctrines:[23]

1. We believe that the Scriptures of the Old and New Testaments were given by inspiration of God, and that only they constitute the Divine rule of Christian faith and practice.

2. We believe that there is only one God, who is infinitely perfect, the Creator, Preserver, and Governor of all things, and who is the only proper object of religious worship.

3. We believe that there are three persons in the Godhead – the Father, the Son and the Holy Spirit, undivided in essence and co-equal in power and glory.

4. We believe that in the person of Jesus Christ the divine and human natures are united, so that he is truly and properly God and truly and properly man.

5. We believe that our first parents were created in a state of innocence, but by their disobedience they lost their purity and happiness, and that in consequence of their fall all men have become sinners, totally depraved and as such are justly exposed to the wrath of God.

6. We believe that the Lord Jesus Christ has by his suffering and death made an atonement for the whole world so that whosoever will may be saved.

7. We believe that repentance towards God, faith in our Lord Jesus Christ, and regeneration by the Holy Spirit, are necessary to salvation.

8. We believe that we are justified by grace through faith in our Lord Jesus Christ and that he that believeth hath the witness in himself.

9. We believe that continuance in a state of salvation depends upon continued obedient faith in Christ.

10. We believe that it is the privilege of all believers to be wholly sanctified, and that their whole spirit and soul and body may be preserved blameless unto the coming of our Lord Jesus Christ.

11. We believe in the immortality of the soul; in the resurrection of the body; in the general judgment at the end of the world; in the eternal happiness of the righteous; and in the endless punishment of the wicked.

Soldiers affirm that they will give “as large a proportion of my income as possible” to the Salvation Army.[23]

The ordination of women is permitted in the Salvation Army. Salvation Army officers were previously allowed to marry only other officers (this rule varies in different countries); but this rule has been relaxed in recent years. Husbands and wives usually share the same rank and have the same or similar assignments—the major exception to this is the General’s spouse, who is given the rank of Commissioner.

The organization will not appoint ‘practising’ homosexuals to posts as ministers, preferring the heterosexuals “whose values are consistent with the church’s philosophy….”[24]

Officers are given ‘Marching Orders’ to change ministries within The Salvation Army. Usually, officers are given new Marching Orders every two to five years and reassigned to different posts, sometimes moving great distances.

Life issues

The Salvation Army is pro-life, only accepting abortion in extreme cases, and also opposes euthanasia and assisted suicide. Their official statement says: “The Salvation Army believes in the sanctity of all human life and considers each person to be of infinite value and each life a gift from God to be cherished, nurtured and redeemed. Human life is sacred because it is made in the image of God and has an eternal destiny. (Genesis 1:27) Sacredness is not conferred, nor can it be taken away by human agreement.”

They are also against the death penalty: “The Salvation Army recognises that the opinions of Salvationists are divided on the moral acceptability of capital punishment and its effectiveness as a deterrent. However, to advocate in any way the continuance or restoration of capital punishment in any part of the world would be inconsistent with the Army’s purposes and contrary to the Army’s belief that all human life is sacred and that each human being, however wretched, can become a new person in Christ.”

Homosexuality

The Salvation Army offers its services to all who are in need, regardless of sexual orientation, and opposes the abuse of people based on sexual orientation.[25] However, as documented below in the “Controversy” section, in some countries the organization has campaigned against laws that ban discrimination on the basis of sexual orientation. It also disapproves same-sex relationships among its Salvationists and Officers: “Christians whose sexual orientation is primarily or exclusively same-sex are called upon to embrace celibacy as a way of life.”[26]

Standard of The Salvation Army (Anglophone Version)

The Salvation Army flag is a symbol of the Army’s war against sin and social evils. The red on the flag symbolizes the blood shed by Jesus Christ, the yellow for the fire of the Holy Spirit and the blue for the purity of God the Father.

The star contains the Salvation Army’s war cry, ‘Blood and Fire’. This describes the blood of Jesus shed on the cross to save all people and the fire of the Holy Spirit which purifies believers.

The flag precedes outdoor activities such as a march of witness. It is used in ceremonies such as the dedication of children and the swearing-in of soldiers. It is sometimes placed on the coffin at the funeral of a Salvationist. The Salvation Army term used to describe the death of a Salvationist is that of the deceased being “promoted to glory”.

The oldest official emblem of The Salvation Army is the crest.

In 1878 Captain W.H. Ebdon suggested a crest, and in 1879 it was to be found on the letterhead of the Salvation Army Headquarters. The captain’s suggested design was changed only slightly and a crown was added.

Red Shield

 

 

The Salvation Army logo (Anglophone Version)

The Red Shield has its origins in Salvation Army work during wartimes. At the end of the 19th century, Staff-Captain Mary Murray was sent by William Booth to support British troops serving in the Boer War in South Africa. Then, in 1901, this same officer was given the task of establishing the Naval and Military League, the forerunner of the Red Shield Services.

Salvation Army officers serving in the Red Shield Services in wartime performed many functions. The Doughnut Girls of World War I are an early example, serving refreshments to troops in the trenches. They also provided first aid stations, ambulances, chaplaincy, social clubs, Christian worship and other frontline services.[27]

This symbol is still used in Blue Shield Services that serve the British Armed Forces but it is widely used as a simple, more readily identifiable symbol in many Salvation Army settings. It is common to see the Red Shield used on casual Salvation Army uniform.[28]

In Australia, the Red Shield has become one of the country’s most identified and trusted brands, leading the Australian Salvation Army to prefer to use this symbol over the crest on its uniform, corps buildings and advertising materials. In the 5th Volume of Australian Superbrands it was recorded that “Research reveals that the popular Salvation Army slogan ‘Thank God for the Salvos’ has almost total recognition amongst the Australian public, achieving 93 per cent aided awareness”.[29]

The Salvation Army consistently comes out in research as the charity to which people would most like to donate (named spontaneously).

Similarly the Red Shield logo is highly desired by companies wishing to link their brand with a solid emblem of care and compassion.

The uniform also gives the Salvos a very visible presence, often creating a sense that they are ‘everywhere’, although uniformed Salvationists are actually a very small percentage of the Australian population.[30]

Uniform

Salvation Army officers and soldiers often wear uniforms. The idea that they should do so originated with Elijah Cadman who, at The Salvation Army’s ‘War Congress’ in August 1878 said “I would like to wear a suit of clothes that would let everyone know I meant war to the teeth and salvation for the world”. The uniform identifies the wearer as a Salvationist and a Christian. It also symbolises availability to those in need. The uniform takes many forms internationally but is characterized by the ‘S’ insignia for ‘Salvation’ and carries the meaning ‘Saved to Serve’, or ‘Saved to Save’.[citation needed] Other letters are substituted to conform with local language.

Since 1983 there has been an official Salvation Army tartan. It was designed by Captain Harry Cooper, for the Perth Citadel Corps Centenary commemoration. It is based upon the colours of the Salvation Army Flag, with which it shares the same symbolism. However, it is rarely seen outside Scotland.[31]

Salute

The Salvation Army has a unique form of salute which involves raising the right hand above shoulder-height with the index finger pointing upwards. It signifies recognition of a fellow citizen of heaven, and a pledge to do everything possible to get others to heaven also.[32] In the case of saluting in response to applause, in circumstances such as a musical festival or being applauded for a speech, it also signifies that the Salvationist wishes to give Glory to God and not themselves.

In some instances, the salute is accompanied with a shout of ‘hallelujah!’

Services

As the popularity of the organization grew and Salvationists worked their way through the streets of London attempting to convert individuals, they were sometimes confronted with unruly crowds. A family of musicians (the Frys, from Alderbury, Wiltshire) began working with the Army as their “bodyguards” and played music to distract the crowds.[33]

The tradition of having musicians available continued and eventually grew into standard brass bands. These are still seen in public at Army campaigns, as well as at other festivals, parades and at Christmas. Across the world the brass band has been an integral part of the Army’s ministry and an immediately recognizable symbol to Salvationists and non-Salvationists alike. The Salvation Army also has choirs; these are known as Songster Brigades, normally comprising the traditional soprano, alto, tenor and bass singers. The premier Songster Brigade in the Salvation Army is the International Staff Songsters (ISS).

The standard of playing is high and the Army operates bands at the international level, such as the International Staff Band (a brass band) which is the equal of professional ensembles although it does not participate in the brass band contest scene, and territorial levels such as the New York Staff Band. Some professional brass players and contesting brass band personnel have Salvation Army backgrounds. Many Salvation Army corps have brass bands that play at Salvation Army meetings, although not all.

The Army tradition in music is to use the popular idiom of the day to reach people for Jesus. The Army’s Joy Strings were a hit pop group in the 1960s and early 1970s in the UK and beyond, reaching the charts and being featured on national television. Another popular band is The Insyderz, an American ska-core group popular in the 1990s and early 2000s. Hundreds of current bands carry on this Salvation Army tradition, such as New Zealand’s Moped, Chamberlain, Vatic, Agent C, and The Lads; England’s Electralyte; Australia’s Soteria Music Ministries and Escape; and America’s transMission, The Singing Company, HAB, BurN, and CJD – Cookies, Juice, & Donuts. Saytunes is a website designed to encourage and promote these contemporary Salvation Army bands and artists.

Another significant musical feature of the Salvation Army is its use of tambourines. With coloured ribbons representing the colours of the Salvation Army flag, timbrels play an integral facet of music in the Salvation army. They are mainly played by women.

Local corps usually sing contemporary worship music songs in Sunday worship services, as well as traditional hymns and music accompanied by the brass band.

Ensembles

Today it is becoming common in Salvation Army corps not to have a full brass band. This is reflective for many social and cultural reasons.[citation needed] Some Salvation Army corps make use of smaller ensembles of musicians. Often this ensemble consists simply of a guitar, piano or a keyboard, drums and sometimes a bass guitar and other instruments, especially during “Youth Fellowships”.[citation needed]

The music played does tend to also take on a more contemporary style as is reflected in modern music today. The early Salvation Army bands were known for their excitement and public appeal, and the modern ensemble keeps to this ideology. Traditional hymns are still used in worship services and these are blended with other musical pieces from Christian Music Publishers such as Vineyard Music, Hillsong, and Planet Shakers to name but a few.

Disaster relief

In the USA The Salvation Army’s first major forays into disaster relief resulted from the tragedies of the Galveston Hurricane of 1900 and the 1906 San Francisco earthquake. The Salvationists’ nationwide appeals for financial and material donations yielded tremendous support, enabling the Army to provide assistance to thousands. General Evangeline Booth, when she offered the services of Salvationists to President Woodrow Wilson during the First World War, thrust Salvation Army social and relief work to newer heights. Today the Salvation Army is best known for its charitable efforts.

The Salvation Army is a non-governmental relief agency and is usually among the first to arrive with help after natural or man-made disasters. They have worked to alleviate suffering and help people rebuild their lives. After the Indian Ocean tsunami in 2004, they arrived immediately at some of the worst disaster sites to help retrieve and bury the dead. Since then they have helped rebuild homes and construct new boats for people to recover their livelihood. Members were prominent among relief organizations after Hurricane Hugo and Hurricane Andrew and other such natural disasters in the United States. In August 2005, they supplied drinking water to poor people affected by the heat wave in the United States. Later in 2005 they responded to hurricanes Katrina and Rita. Most recently they have helped the victims of the May 2006 Indonesian Earthquake.

Since Hurricane Katrina struck the Gulf Coast, The Salvation Army has allocated donations of more than $365 million to serve more than 1.7 million people in nearly every state. The Army’s immediate response to Hurricane Katrina included the mobilization of more than 178 canteen feeding units and 11 field kitchens which together have served more than 5.7 million hot meals, 8.3 million sandwiches, snacks and drinks. Its SATERN (Salvation Army Team Emergency Radio Network)[34] network of amateur ham-radio operators picked up where modern communications left off to help locate more than 25,000 survivors. And, Salvation Army pastoral care counselors were on hand to comfort the emotional and spiritual needs of 277,000 individuals. As part of the overall effort, Salvation Army officers, employees and volunteers have contributed more than 900,000 hours of service.

The Salvation Army was one of the first relief agencies on the scene of the 9/11 attacks in New York. They also provided prayer support for families of missing people.

The Salvation Army, along with the American National Red Cross, Southern Baptist Convention, and other disaster relief organizations, are national members of the National Voluntary Organizations Active in Disaster (NVOAD).[35]

Also among the disaster relief capabilities is the Red Shield Defence Services, often called the SallyMan for short. The effort that they put in is similar to that of a chaplain, and reaches many more, offering cold drinks, hot drinks, and some biscuits for the soldiers of the military to have, though, if a SallyMan is on deployment, the locals are offered a share in the produce.

In Australia the Salvation Army have Emergency Services Support Units throughout the country, providing food and other welfare to members of the Emergency Services such as bushfires, floods, land search, and other both large and small scale emergency operations undertaken by Police, Fire, Ambulance and State Emergency Service members, and the general public affected by these events.

The Salvation Army is well known for its network of thrift stores or Charity Shops, colloquially referred to as “the Sally Ann” in Canada, “Sally’s”[36] or “Salvo” in the US and “op shops” in Australia, which raise money for its charitable and religious activities by selling donated used items such as clothing, housewares and toys. The Salvation Army has a history of free rehabilitation from alcohol and drug abuse. Thrift stores provide the revenue to run the Adult Rehabilitation Centres known as ARCs. The ARCs, found in many global locations, are work and Bible-based and are usually long-term residential facilities. Clothing collected by Salvation Army stores that are not sold on location are often sold wholesale on the global second hand clothing market.

The Salvation Army operates a fleet of trucks that will pick up donations in kind from people’s homes to benefit the Thrift Stores. Donations of clothing, furniture and other household items can be scheduled by visiting SATruck.org. For example, in October 2011, the Salvation Army and their fleet truck operation in the Chicagoland area partnered with local Christmas tree company Treetime Christmas Creations to donate gently used artificial Christmas trees to families in need all throughout the state. See: Chicago Christmas Tree Donation Program. These large scale charity events fuel the network of “Sally’s” and are common throughout the year but are most prevalent during the Christmas season.

In many countries, The Salvation Army is most recognized during the Christmas season with its volunteers and employees who stand outside of businesses and play/sing Christmas carols, or ring bells to inspire passersby to place donations of cash and cheques inside red kettles. A tradition has developed in the United States in which, in some places, gold coins or rings are anonymously inserted into the kettles. This was first recorded in 1982, in Crystal Lake, Illinois, a suburb of Chicago.[citation needed]

Red Shield Appeal

The Red Shield Appeal is an annual fundraising campaign in some territories, such as the UK and Australia. Each year, officers, soldiers, employees and volunteers take to the streets worldwide to participate in door to door or street collections. The money raised is specifically channelled towards The Salvation Army’s social work in each respective territory.

Family Tracing Service

The Family Tracing Service (sometimes known as the Missing Persons Service) was established in 1885, and the service is now available in most of the countries where The Salvation Army operates. The Tracing Service’s objective is to restore (or to sustain) family relationships where contact has been lost, whether recently or in the distant past. Thousands of people are traced every year on behalf of their relatives.

The Salvation Army includes multiple youth groups, which primarily consist of its Sunday schools and the Scout and Guide packs that are sometimes set up. The Scout and Guide packs are not Salvation Army but are sometimes set up by members of the Salvation Army and are open to anyone. Also some schools volunteer to get a group of kids to help. Some territories have Salvation Army Guards and Legions Association (SAGALA). In the United States these internal youth groups that are specifically for females are known as Girl Guards (older females) and Sunbeams (younger females). Adventure Corps serves boys who are enrolled in school for first through eighth grade.

Alove UK

In the new millennium, The Salvation Army in the United Kingdom created a sub-brand of itself for the youth, called Alove, the Salvation Army for a new generation. Its purpose is to free the youth of the church and their communities to express themselves and their faith in their own ways. Its mission statement is “Calling a generation to dynamic faith, radical lifestyle, adventurous mission and a fight for justice.“, and it emphasizes worship, discipleship, missions, and social action. Alove is a member of The National Council for Voluntary Youth Services (NCVYS).[37]

The Salvation Army in the U.S. has been the topic of some controversy about alleged discrimination against homosexuals in their hiring practices.[38][39] The New York Times reported that the Salvation Army believed it had a firm commitment from the White House to issue a regulation that would override local antidiscrimination laws. A disclosure of The Salvation Army’s request “outraged some civil rights groups and lawmakers,” and resulted in an immediate reversal of a previous promise to honor the request.

The Salvation Army maintains that they were “not trying to get permission to discriminate against hiring gays and lesbians for the majority of its roughly 55,000 jobs and merely wanted a federal regulation that made clear that the charity did not have to ordain sexually active gay ministers and did not have to provide medical benefits to the same-sex partners of employees.”[40]

The Salvation Army’s position is that because it is a church, Title VII of the U.S. Civil Rights Act of 1964 explicitly guarantees its right to discriminate on the basis of its religious beliefs in its hiring. To reinforce its position, it threatened to close all soup kitchens in New York City when the city government proposed legislation that would require all organizations doing business with it to provide equal benefits to unmarried domestic partners.[41]

In 2001 the Salvation Army sought a change in distribution regulations for the $24 billion in new federal grants and tax deductions for charitable institutions requested by President George W. Bush.[42] The alteration would have denied funds to state and municipal governments if they imposed restrictions on anti-gay hiring practices such as are practiced within the Salvation Army. Controversy arose after the publication of an internal Salvation Army memorandum suggesting that the discrimination provision would be allowed in exchange for the organization’s support of the Bush faith-based public works program.[42] Matt Coles, director of the American Civil Liberties Union‘s Lesbian and Gay Rights Task Force, said the implied deal was “really about… the Salvation Army trying to get a license to discriminate using public money.”[42] Ultimately, Ari Fleischer, White House press secretary, who denied the existence of a back-room deal, released a statement saying the administration would not, in the words of ABC News, issue the “regulation sought by the church to protect the right of taxpayer-funded religious organizations to discriminate against homosexuals.”[42]

Following the firestorm in the summer of 2001, the Salvation Army approved a plan in October 2001 to start offering domestic-partnership benefits to gay employees.[43] The organization, acknowledging “a clear difference in how we deal with homosexuality as an employer and as a church in ministering to our followers,” affirmed its historical objection to gay marriage while a spokesperson nonetheless observed that shifts outside the church had created “a new awareness of our world.”[43] Members of various evangelical Christian interest groups were quick to protest the decision. Focus on the Family founder James Dobson excoriated the Salvation Army for abandoning its “moral integrity” and urged his radio listeners to bombard the organization’s offices with phone calls and letters.[43] The American Family Association also accused the Salvation Army of a “monstrous … appeasement of sin” that resulted in a “betrayal of the church.”[43] By November 2001 the Salvation Army rescinded its decision from the month before with an announcement that it would only provide benefits coverage for different-sex spouses and dependent children of its employees.[43]

In 2004, the Salvation Army threatened to stop all work and close all its offices and stores in New York City unless it was exempted from a municipal ordinance requiring that groups contracting with the city government offer benefits to gay employees’ partners. The City Council refused to make the exemption, however, Mayor Michael R. Bloomberg’s administration chose not to enforce the ordinance. The administration right to decline to enforce was upheld by the New York State Court of Appeals in 2006, but it remains for each future Mayor to decide whether to enforce the ordinance.[44]

The organization’s views and practices on homosexuality have triggered an ongoing boycott effort in the U.S. since 2001.[44]

Canada

During the 2010 Christmas season, The Salvation Army in Calgary, Alberta, refused to accept toys based on the Harry Potter and Twilight franchises because of a perceived conflict with the organization’s religious principles. One volunteer claimed that the toys were destroyed instead of being given to other agencies. The volunteer also criticized The Salvation Army for accepting violence-themed toys such as plastic rifles while not accepting Harry Potter or Twilight toys. A Salvation Army captain said that the toys were given to other organizations, not disposed of.[45] This policy is not universal. The Wetaskiwin chapter of The Salvation Army has accepted Harry Potter toys. One captain called the series “a classic story of good winning over evil”.[46]

Also during the 2010 Christmas season, The Salvation Army in Vancouver, BC, came under fire for a program that provides goodie bags to federal inmates for Christmas by playing Santa to incarcerated criminals.[47] This was however simply an extended outreach as part of The Salvation Army’s prisoner visitation program established over a century ago.

United Kingdom

In February 2000, the Salvation Army publicly (in their publication known as “War Cry” and in a letter to a Scottish Parliament committee) opposed the repeal of Section 28 of the Local Government Act (1988)[48] However, The Salvation Army in the UK and Ireland website refers to the organisation offering ‘unconditional assistance and support regardless of race, religion, gender or sexual choices, respecting the identity and choices of all those referred to them….As well as having a right to be dealt with professionally, people can expect from us encouragement and a respect for their individual beliefs, ambitions and preferences.’[49]

Australia

From the 1940 to the 1970s the Salvation Army in Australia sheltered approximately 30,000 children. In 2006 the Australian Salvation Army acknowledged that sexual abuse may have occurred during this time and issued an apology. In it, the Army explicitly rejected a claim, made by a party unnamed in the apology, that there were as many as 500 potential claimants.[50] The Salvation army’s attitude towards homosexuals has recently been widely discussed in the media.

New Zealand

Before the passing of the Homosexual Law Reform Act in 1986, the Salvation Army was active throughout the country gathering signatures for a petition seeking to prevent the bill’s passing. In 2006 the Army released a statement regretting the ill feelings that persisted following this activity. It stated in part “We do understand though that The Salvation Army’s official opposition to the Reform Bill was deeply hurtful to many, and are distressed that ill-feeling still troubles our relationship with segments of the gay community. We regret any hurt that may remain from that turbulent time and our present hope is to rebuild bridges of understanding and dialogue between our movement and the gay community.”[51]

Russia

A Moscow court ruled that the Salvation Army was a paramilitary organization subject to expulsion. This ruling was later changed when clarification was accepted by the Russian government. In October 2006, the European Court of Human Rights ruled the original decision illegal.[52]

Juror caught flirting with John Edwards

Www.lobbyistsofficesofgrw.com has just learned that a juror has baeen flirt with former Senator John Edwards while he is on trial.

After a week of deliberations, the four alternate jurors have become the prime distraction for the assembled press corps and spectators in the courtroom.

On Thursday the alternates – three women and one man – caused something of a stir when they showed up in matching bright yellow shirts, hardly bothering to suppress their snickering as the judge addressed the main panel of jurors.

For nearly four weeks, 16 jurors heard all the evidence in Edwards’ case.    After the closing arguments, Judge Catherine Eagles made the unorthodox decision to extend the service of the four alternate jurors, while the primary panel of 12 deliberated the six felony charges.      So for the last five days of deliberations, the gang of four alternates has been required to show up at court each day, sent to a holding room with instructions to avoid talking about the case.

Anytime the jurors are in the courtroom, the judge calls the alternates down to keep them apprised of the status of deliberations.   And the alternates are also sent to lunch every afternoon with the rest of the jurors.

Since the alternates were identified last Thursday, it has been impossible to ignore the dynamic between Edwards and one of the female alternates, an attractive young woman with jet-black hair, who seems to have been flirting with Edwards for days.

The juror clearly instigated the exchanges. She smiles at him.   He smiles at her.    She giggles.     He blushes.

The flirtation has become so obvious that even Edwards’ attorneys have to work to suppress their laughter at the absurdity of it all.

The jury returns today to resume deliberations for a sixth day. Edwards is accused of using nearly $1 million in campaign donations to hide his affair with his mistress Rielle Hunter. If convicted, he could be sentenced to as much as 30 years in prison and fined as much as $1.5 million.

Kamala Devi Harris (born October 20, 1964) is an American attorney. She is the 32nd and current Attorney General of California following the 2010 California state elections.[1][2] Harris has worked as an author and a politician and served as District Attorney of San Francisco from 2004 to 2011. First elected in 2003, defeating incumbent district attorney Terence Hallinan, she was re-elected in 2007. Harris is the first female,[3] African-American[4][5] and Asian American attorney general in California as well as the first ethnic Indian American and sub-ethnic Tamil American attorney general in the United States.[6][7]

Early life and education

Harris was born in Oakland, California. She is the daughter of a Tamil mother, Dr. Shyamala Gopalan—a breast cancer specialist who immigrated to the United States from Chennai, Tamil Nadu, India in 1960[8]—and a Jamaican American father, Stanford University economics professor Donald Harris.[9] She has one younger sister, Maya Harris. While the Harris sisters grew up in a household that blended Hindu and Baptist teachings,[10] she is currently a practicing Baptist.[11]

Harris attended Howard University in Washington, D.C.,[12] where she was initiated into Alpha Kappa Alpha sorority, and received her Juris Doctor (JD) from University of California, Hastings College of the Law in 1989.[13]

Career

Harris served as Deputy District Attorney in Alameda County, California, from 1990 to 1998. She then became Managing Attorney of the Career Criminal Unit in the San Francisco District Attorney’s Office. In 2000, San Francisco City Attorney Louise Renne recruited Harris to join her office, where she was Chief of the Community and Neighborhood Division, which oversees civil code enforcement matters.[14] Recognized by The Los Angeles Daily Journal as one of the top 100 lawyers in California, Harris serves on the board of the California District Attorney’s Association and is Vice President of the National District Attorneys Association.[3]

In 2003 Harris was elected District Attorney of San Francisco by defeating two term incumbent Terence Hallinan and was reelected when she ran unopposed in 2007.[3]

She was called a front-runner in her campaign being nominated to be California Attorney General in 2010,[15] and on June 8, 2010, she received the Democratic nomination for California Attorney General.[16]

In 2009, Harris wrote Smart on Crime: A Career Prosecutor’s Plan to Make Us Safer.[17] Harris looks at criminal justice from an economic perspective, attempting to reduce temptation and access for criminals.[18] The book goes through a series of “myths” surrounding the criminal justice system, and presents proposals to reduce and prevent crime.[18]

She has been outspoken on the need for innovation in public safety, particularly with respect to reducing the recidivism rate in San Francisco.[19] One such program, “Back on Track” was signed into law by Governor Arnold Schwarzenegger as a model program for the state.[20] Initially, there were issues with removing illegal immigrants from the program, including an incident involving Alexander Izaguirre, who was later arrested for assault.[21] However, before the program was named a state model by Governor Schwarzenegger,[22] it was revised to address this concern.

2010 race for California Attorney General

On November 12, 2008, Harris announced her candidacy for California Attorney General. She was immediately seen as the front runner and was endorsed by such prominent Californians as Senator Dianne Feinstein and House Speaker Nancy Pelosi. In the Democratic Party primary she faced Chris Kelly, former Chief Privacy Officer of Facebook; Assemblyman Alberto Torrico; Assemblyman and former military prosecutor Ted Lieu; Assemblyman Pedro Nava; Rocky Delgadillo, former City Attorney of Los Angeles; and Mike Schmier.[23] In the June 8, 2010, primary, she was nominated with 33.6% of the vote and her closest competitors, Torrico and Kelly, had 15.6% and 15.5% respectively.[23] In the general election, she faced Los Angeles County District Attorney Steve Cooley. On election night, November 2, 2010, Cooley prematurely declared victory, but many ballots remained uncounted. On November 24, as the count advanced, Harris was leading by more than 55,000 votes, and Cooley conceded.[24][25] On January 3, 2011, Harris became the first woman,[3] African-American,[4][5] and Asian American attorney general in California and the first Indian American attorney general in the United States.[6][7]

Endorsements

In her campaign for California Attorney General, Harris has received the endorsements of United Farm Workers co-founder Dolores Huerta, United Educators of San Francisco, and the San Francisco Firefighters Local 798.[26] She has also received the endorsement of Antonio Villaraigosa, the current Mayor of Los Angeles.[5]

Issues

Death penalty

Harris is opposed to the death penalty but has said that she would review each case individually.[27] Her position was tested in April 2004, when SFPD Officer Isaac Espinoza was murdered in the Bayview district. Harris announced that she would not seek the death penalty for the man accused of his killing. The decision evoked protests from the San Francisco Police Officers Association, Sen. Dianne Feinstein, and others. Those who supported the decision not to seek the death penalty included San Francisco Supervisors Tom Ammiano and Sophie Maxwell, in whose district the murder occurred.[28] The jury found the convicted killer, David Hill, guilty of second-degree murder although the prosecutor, Harry Dorfman, had sought a first-degree murder conviction.[29] The defense had argued that Hill thought Espinoza was a member of a rival gang and that the murder was not premeditated. Hill was given the maximum sentence for the conviction, life without the possibility of parole.[29]

Harris’s position against the death penalty was tested again in the case of Edwin Ramos, an illegal immigrant and alleged MS-13 gang member who was accused of murdering Tony Bologna and his sons Michael and Matthew.[21] On September 10, 2009, Harris announced she would seek life in prison without the possibility of parole rather than the death penalty in the Ramos case.[30]

Harris has expressed the belief that life without possibility of parole is a better, and more cost-effective, punishment.[31] According to the California Commission on the Fair Administration of Justice, the death penalty conservatively costs $137 million per year.[32] If the system were changed to life without possibility of parole, the annual costs would be approximately $12 million per year.[32] Harris noted that the resulting surplus could put 1,000 more police officers into service in San Francisco alone.[31]

Violent crimes, felons, incarceration rate, and conviction rate

As San Francisco District Attorney, Harris has raised the overall felony conviction rate from 52% in 2003 to 67% in 2006, the highest in a decade, secured an 85% conviction rate for homicides, and increased convictions of drug dealers from 56% in 2003 to 74% in 2006.[33] While these statistics represent only trial convictions, she has also closed many cases via plea bargains. When she took office, she took a special interest in clearing some of the murder caseload from the previous administration. Harris claimed that the records were less than optimal from the previous administration, and worked to get convictions on what she could. That meant that out of the 73 homicide cases backlogged, 32 cases took deals for lesser charges such as manslaughter or took pleas to other crimes such as assault or burglary while the murder charges were dismissed.[34]

However, critics argue that San Francisco sends fewer people to jail per arrest than other counties throughout the state. The San Francisco DA’s incarceration rates are among the lowest in the entire state of California—fully 10 times lower than in San Diego County, for example. According to the San Francisco Chronicle, “roughly 4 of every 100 arrests result in prison terms in San Francisco, compared with 12.8 out of 100 in Alameda County, 14.4 of 100 in Sacramento County, 21 of 100 in San Mateo and Santa Clara counties, 26.6 of 100 in Fresno County, 38.7 of 100 in Los Angeles County and 41 of 100 in San Diego County.” [35] Police also note that lenient sentencing from San Francisco judges also plays a role in this.[35]

While officers within the SFPD have credited Harris with tightening loopholes in bail and drug programs that defendants have exploited in the past, they have also accused her of being too deliberate in her prosecution of murder suspects.[36] Additionally, in 2009 San Francisco prosecutors won a lower percentage of their felony jury trials than their counterparts at district attorneys’ offices covering the 10 largest cities in California, according to data on case outcomes compiled by officials at the San Francisco Superior Court as well as by other county courts and prosecutors. (Officials in Sacramento, the state’s seventh-largest city, did not provide data.) Harris’s at-trial felony conviction rate that year was 76 percent, down 12 points from the previous year. By contrast, the most recent recorded statewide average was 83 percent, according to statistics from the California Judicial Council.[37] In a small sample, a report computed that the conviction rate for felony trials in San Francisco County in the first three months of 2010 was just 53%.[37] San Francisco has historically had one of the lowest conviction rates in the state; the county is known for a defendant friendly jury pool.[38][39]

Hate crimes and civil rights

Harris created a special Hate Crimes Unit as San Francisco District Attorney. She focused on hate crimes against LGBT children and teens in schools. She convened a national conference to confront the “gay-transgender panic defense”, which has been used to justify violent hate crimes.[40] Harris supports same-sex marriage in California and opposed both Proposition 22 and Proposition 8.[41]

In 2004, The National Urban League honored Harris as a “Woman of Power” and she received the Thurgood Marshall Award from the National Black Prosecutors Association in 2005. In her campaign for California Attorney General, she has received the endorsements of numerous groups, including the abortion rights EMILY’s List, California Legislative Black Caucus, Asian American Action Fund, Black Women Organized for Political Action, Mexican American Bar Association, South Asians for Opportunity, and the National Women’s Political Caucus.[26]

Harris has been vocal in the immigration debate, supporting San Francisco’s immigration policy of not inquiring about immigration status in the process of a criminal investigation.[42] Harris argues that it is important that immigrants be able to talk with law enforcement without fear.[43]

Education

In interviews with Matt Lauer on The Today Show and local KGO-TV, Harris argued for treating “habitual and chronic truancy” among children in elementary school as a crime committed by the parents of truant children. She argues that there is a direct connection between habitual truancy in elementary school and crime later in life.[44][45] She has received the endorsement of the California Federation of Teachers.[26]

Environment

During her time as San Francisco District Attorney, Harris created the Environmental Justice Unit in the San Francisco District Attorney’s Office[46] and has prosecuted several industries and individuals for pollution, most notably U-Haul, Alameda Publishing Corporation, and the Cosco Busan oil spill. She has also advocated for strong enforcement of environmental protection laws.[47]

Financial crimes

Harris has prosecuted numerous financial crimes throughout her career, particularly those affecting elders, those involving use of high-technology, and identity theft.[48] She has indicated that as attorney general she would crack down on predatory lending and other financial crimes.[49]

Police department laboratory and disclosure failures

San Francisco Police Department drug lab technician Deborah Madden admitted to taking amounts of cocaine from evidence samples in the police department’s crime lab. The testing unit of the police department lab was shut down on March 9, 2010. Since then, hundreds of drug cases have either been dismissed or discharged due to evidentiary requirements. While Harris’s office was aware of troubling issues at the police department’s drug lab months before the issue became public, the entire scope of the issues did not become clear until Madden was exposed for removing drug samples.[50] The police department later widened the investigation into their crime lab to include cases that were already prosecuted.[51]

On May 4, 2010, the San Francisco Chronicle reported that a number of felony convictions were in jeopardy when it was revealed that the prosecuting attorneys did not disclose criminal backgrounds for relevant San Francisco police officers before testifying.[52] On May 20, 2010, San Francisco Superior Court Judge Anne-Christine Massullo ruled that prosecutors had violated defendants’ rights by failing to disclose damaging information about the police drug lab technician. The judge concluded that prosecutors had failed to fulfill their constitutional duty to tell defense attorneys about problems surrounding Deborah Madden, the now-retired technician at the heart of the cocaine-skimming scandal that led police to shut down the drug analysis section of their crime lab. Harris’s office has been unable to vouch for the reliability of Madden’s work and has dismissed more than 600 drug cases since the scandal became public in February. Madden testified at trials before leaving the lab in December. Under a 1963 U.S. Supreme Court ruling, Brady v. Maryland, district attorneys are obligated to provide defense attorneys with information in their possession about prosecution witnesses that could be used to challenge their credibility.

Massullo wrote that top drug prosecutor Assistant District Attorney Sharon Woo’s November 19 memo about Madden to Russ Giuntini, Chief Assistant District Attorney, and Jeffrey Ross, head of the criminal division, showed that prosecutors “at the highest levels of the district attorney’s office knew that Madden was not a dependable witness at trial and that there were serious concerns regarding the crime lab”.[53] The failure by Harris’s office “to produce information actually in its possession regarding Madden and the crime lab is a violation of the defendants’ constitutional rights,” Massullo wrote. The Judge said that the prosecutors had the “duty to implement some type of procedure to secure and produce information relevant to Madden’s criminal history.” But Massullo said her repeated requests that prosecutors explain why they did not have such procedures were met with “a level of indifference.” However, Judge Massullo refused to dismiss any cases, saying that all cases must be considered individually.[54]

On May 26, 2010, the San Francisco Chronicle reported that a San Francisco coroner’s supervising toxicologist, Ann Marie Gordon, vouched for blood-test results in drunken-driving cases for two years before prosecutors told defense attorneys that a Washington state court had labeled her as a “perpetrator of fraud” while running that state’s toxicology lab. San Francisco prosecutors began telling defense attorneys about Gordon’s past after the Chronicle reported earlier in May 2010 that scores of police officers had criminal arrests or misconduct cases that were never called to defendants’ attention before trials. Prosecutors are obligated to provide potentially exculpatory information about their witnesses to the defense under the 1963 U.S. Supreme Court ruling.[55]
